HVAC technician jobs in Australia from the UAE: settle the assessment and licence questions first

HVAC technician jobs in Australia from the UAE start with one question that comes before any interview: which Australian occupation you fit, and which Trades Recognition Australia (TRA) assessment, if any, that occupation needs for your visa. For permanent migration as an Air-conditioning and Refrigeration Mechanic, TRA's Offshore Skills Assessment Program (OSAP) is compulsory and takes about 15 weeks once your evidence is complete. A skills assessment is not a licence, though, so the licence question needs its own answer from your employer and the issuing body. This guide sets out both, plus the Gulf paperwork, for technicians of any nationality in the UAE, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain or Jordan.

Find your occupation on the official list first

Home Affairs publishes a combined list of eligible skilled occupations. For each occupation it shows whether it is on the Core Skills Occupation List (CSOL), the Medium and Long-term Strategic Skills List (MLTSSL), the Short-term Skilled Occupation List (STSOL) or the Regional Occupation List (ROL), and it names the skills assessing authority.

A skills assessing authority checks that your skills meet the standard it sets for the occupation, and Home Affairs only accepts an assessment from the relevant authority. Each has its own procedures, timeframes and charges.

Your Gulf contract may say HVAC, MEP or chiller technician; TRA's pages use Air-conditioning and Refrigeration Mechanic. Look that up yourself, plus any occupation the employer suggests.

Which TRA programme fits your move

TRA runs several programmes; which one you use depends on the occupation, the visa and sometimes your passport.

The OSAP programme page is the one to read closely if a permanent visa is your goal. For an employer-sponsored 482 visa, Home Affairs says some primary applicants must have a mandatory skills assessment, by TRA or VETASSESS depending on the occupation. Where it applies, it must be started before the visa application is lodged or the application is not valid, and it must have been undertaken or commenced within the 3 year period before you apply.

If your employer's plan is a 482 now and permanent residence later, ask early which assessment each step needs, so you gather the evidence once.

The licence question: what an assessment does not give you

TRA states plainly that it does not award Australian qualifications, occupational registrations or occupational licences. A visa does not license you either.

If you searched for a refrigerant handling licence in Australia, this guide's answer is deliberately narrow. Ask the employer, in writing, which licences or permits the role needs from your first day, who pays for any training, and whether you can work under supervision while you complete it. Then confirm each requirement on the issuing body's official website before you resign in the Gulf.

When your work crosses into electrical

If the Australian role is offered as an Electrician (General), TRA's TSS programme is compulsory on the 482 visa, and the states set their own licensing steps.

  • NSW does not recognise overseas qualifications for contractor licences; overseas-trained electricians can get an Offshore Technical Skills Record (OTSR) through OSAP, then complete gap training and supervised employment.
  • In Victoria, an overseas electrician needs a TRA OTSR for a Supervised Worker's Licence, then gap training and the Licensed Electrician's Assessment.
  • In Queensland, an OTSR holder gets a training permit and completes minimum gap training before the licence.

The same order applies to electricians from other countries: JobsAbroad UK's guide on why the skills assessment comes first and the licence later walks through it from a British starting point.

How the 482 visa works for HVAC roles

The Skills in Demand visa (subclass 482) lets an employer sponsor a suitably skilled worker for a position it cannot fill with a suitably skilled Australian. Our in-depth guide to the 482 visa covers the streams and thresholds in full.

Two rules matter most. You need at least 1 year of relevant work experience in the nominated occupation or a related field, gained within the last 5 years. You may work only in the nominated occupation and only for the nominating business.

English is the other early test. For the Core Skills and Specialist Skills streams, the IELTS minimum is 5.0 in each of listening, reading, writing and speaking, and the test must be taken within 3 years before applying.

Never pay anyone for the sponsorship itself. Home Affairs says it is illegal to pay an employer to sponsor you, including through salary deductions. Our note on recruitment agency fees in the UAE explains the Gulf side of the same rule.

Gulf paperwork for an Australian application

Home Affairs may ask for a police certificate from every country you lived in, usually if you are over 17 and lived there for at least 12 months in the past 10 years. For the UAE it lists the Ministry of Interior and Dubai Police as the contacts.

  • The Ministry of Interior Criminal Clearance Certificate costs AED 100 for use outside the UAE, must be attested by MOFA (listed at AED 300) and is valid for 30 days from issue.
  • The Dubai Police Police Clearance Certificate is AED 200 for residents plus an AED 20 knowledge and innovation fee, takes 5 working days and is valid for 3 months.
  • Elsewhere in the region, Home Affairs points to the Absher e-portal in Saudi Arabia, the Metrash2 app in Qatar, Royal Oman Police electronic services, the Sahel app in Kuwait, the Bahrain Ministry of Interior e-portal and the General Intelligence Directorate in Jordan.

Worked in more than one Gulf country? Our guide to Gulf police clearance for every country you called home lays out the sequence. If your sponsor is an accredited sponsor, Home Affairs says a 482 applicant does not need police certificates from countries other than Australia when they attach the sponsor's reference confirming good character and no criminal convictions.

Medicals must be done by a panel physician. Home Affairs lists four in the UAE, in Dubai, Sharjah and Abu Dhabi, and for the 482 visa health results are generally valid for 12 months. Our guide to MOFA attestation for Australia shows which papers need the stamp. The application itself is lodged online in ImmiAccount, with biometrics through VFS Global.

HVAC jobs in New Zealand from the Gulf

New Zealand runs through the Accredited Employer Work Visa (AEWV). The offer must come from an accredited employer with an approved job check, for at least 30 hours a week and at least the market rate. You need 2 years or more of relevant experience, or a qualification at level 4 or higher on the NZQCF, in the same field as the job.

The AEWV costs from NZD $1540, and INZ shows 80% of applications processed within 5.5 weeks. If the role includes electrical work, the Electrical Workers Registration Board registers electrical workers, and overseas-trained applicants must first apply for registration and hold a Limited Certificate. Our AEWV guide and our six checks for New Zealand trade offers cover the rest.

Your next steps, in order

  1. Write down the work you actually do: equipment, systems, controls, refrigerants and the share of your time on each.
  2. Look up Air-conditioning and Refrigeration Mechanic, and any other suggested occupation, on the combined list, and note the assessing authority.
  3. Collect evidence from every Gulf employer: contracts, payslips and detailed references signed on company letterhead.
  4. Ask the employer which assessment the visa needs and which licences or permits the role needs, and confirm both on official pages.
  5. Book your English test early if you need one.
  6. Order police certificates and the medical only when the timing fits their validity.
  7. Keep your Gulf job and residence until the visa is granted in ImmiAccount or the INZ system.

A clear CV helps at step three. Build AI CV can turn your systems and duties into an Australian-style CV that matches the references you collect. Later, if you want a nationally recognised Australian qualification based on your experience, RPLDirect explains recognition of prior learning; it is not a TRA migration assessment and not a licence. Common mistakes HVAC technicians make

  • Treating a TRA outcome as permission to work on any system. TRA does not issue licences, so the licence check is a separate step.
  • Lodging a 482 application before a mandatory skills assessment has started, which makes the application invalid.
  • Ordering the Ministry of Interior certificate too early. At 30 days' validity, it can expire before anyone asks for it.
  • Paying an agent or employer for sponsorship, which is illegal in Australia and leads to refusal in New Zealand.
  • Accepting an offer as an electrician without checking the state licensing steps that follow.

Frequently asked questions

Do I need a skills assessment for an HVAC job in Australia?

It depends on the visa and the occupation. TRA says its Offshore Skills Assessment Program is compulsory for permanent migration as an Air-conditioning and Refrigeration Mechanic, while for the subclass 482 visa some applicants need a mandatory assessment by TRA or VETASSESS depending on the occupation. Check the combined list and confirm with your employer.

Is a TRA skills assessment the same as an Australian licence?

No. Trades Recognition Australia says it does not award Australian qualifications, occupational registrations or occupational licences. Treat the assessment and any licence as two separate checks, and ask the employer in writing which licences or permits the role needs.

How long does the TRA assessment take for an air-conditioning mechanic?

For OSAP, TRA says the Registered Training Organisation emails the outcome approximately 15 weeks after the complete documentary evidence is submitted. Gather contracts, payslips and references from your Gulf employers before you begin.

Which UAE police certificate should I get for an Australian visa?

Home Affairs lists the Ministry of Interior and Dubai Police as the UAE police check contacts. The Ministry of Interior certificate for use abroad costs AED 100, needs MOFA attestation and is valid for 30 days, while the Dubai Police certificate is valid for 3 months.

Can I apply for HVAC jobs in New Zealand from the Gulf instead?

Yes, through an offer from an accredited employer and the Accredited Employer Work Visa. INZ asks for 2 years or more of relevant experience, or a level 4 qualification or higher on the NZQCF, in the same field as the job, and the offer must be for at least 30 hours a week.

Key takeaways

  • Match your Gulf HVAC work to an Australian occupation on the official list before anything else.
  • OSAP is compulsory for permanent migration as an Air-conditioning and Refrigeration Mechanic and takes about 15 weeks.
  • A skills assessment and a visa are not licences: confirm licences and permits with the employer and the issuing body.
  • Never pay for sponsorship, in Australia or New Zealand.
